Intro­duc­tion
The cri­sis of pub­lic finances, demo­graphic changes and the need to aban­don an inter­ven­tion­ist model of social pol­icy in favor of efforts to moti­vate indi­vid­u­als and com­mu­ni­ties when­ever pos­si­ble, have mag­ni­fied the inter­est of politi­cians involved in social pol­icy to ratio­nal­ize social spend­ing.
How­ever, ratio­nal­iza­tion can­not be under­gone merely by using effi­ciency as the most impor­tant cri­te­ria in the deci­sion mak­ing process, but rather must include the abil­ity to rec­og­nize the con­se­quences of fail­ing to take appro­pri­ate action and there­fore either neglect­ing, or fail­ing to act in a con­sis­tent man­ner over a longer period of time. Social pol­icy, both on the domes­tic and local lev­els, requires sta­bil­ity and the exe­cu­tion of strate­gies devel­oped on the basis of in-depth social diag­no­sis, one that rec­og­nizes the need to aban­don ad hoc efforts at the expense of imple­ment­ing a spe­cific model. That model should incor­po­rate not merely solu­tions to the exist­ing, recur­ring prob­lems but also pre­vent the appear­ance of new ones. These antic­i­pa­tory efforts, a moti­vat­ing and at the same time inter­ac­tive approach, can play an impor­tant role, par­tic­u­larly in local gov­ern­ments.
The project enti­tled Cal­cu­la­tor of the Costs of Inac­tion – imple­men­ta­tion of Inno­v­a­tive Solu­tions in the Area of Cost Analy­sis of Fore­gone Sup­port­ive and Moti­vat­ing Mea­sures of Social Pol­icy in the Masov­ian voivode­ship was under­taken in order to develop new tools to exe­cute pre­cisely that con­cept of social pol­icy at a local level. The goal of this project, exe­cuted as part of the Human Cap­i­tal Oper­a­tional Pro­gram, Pri­or­ity VII – Pro­mo­tion of Social Inte­gra­tion approved by the Min­istry of Regional Devel­op­ment and Masov­ian Unit of EU Pro­grammes Imple­men­ta­tion, is to develop instru­ments which would help increase the effec­tive­ness and cohe­sive­ness of the local social pol­icy in the province of Maso­via. The project is imple­mented by the Masov­ian Social Pol­icy Cen­tre (the leader) in col­lab­o­ra­tion with the Insti­tute of Social Econ­omy at the War­saw School of Eco­nom­ics and the “Radom Cen­tre for Entre­pre­neur­ship” Asso­ci­a­tion.
Joint col­lab­o­ra­tion between the prac­ti­tion­ers of social pol­icy and assis­tance, rep­re­sen­ta­tives of the aca­d­e­mic com­mu­nity, non-governmental orga­ni­za­tions and local gov­ern­ment offi­cials resulted in the six ele­ments of a new model, which sup­port the decision-making process using eco­nomic cri­te­ria, knowl­edge about financ­ing that uses EU and national fund­ing of domes­tic pro­grams related to social pol­icy and the strat­egy of resolv­ing social prob­lems. The project does not merely require coop­er­a­tion with local gov­ern­ment insti­tu­tions, but also the cre­ation of a net­work of com­mu­nity lead­ers who will pro­mote new solu­tions and sup­port local com­mu­ni­ties in chang­ing the treat­ment of the instru­ments of local social pol­icy. The whole project is com­ple­mented by the train­ing sys­tem, a crit­i­cal com­po­nent for the imple­men­ta­tion and dura­bil­ity of newly devel­oped solu­tions. It would appear that the great­est ben­e­fit of the project, in addi­tion to the new approach to the eco­nomic con­se­quences of deci­sions made or post­poned until later, is the rein­force­ment of the role of local res­i­dents in the decision-making process.
The arti­cles in this pub­li­ca­tion focus pri­mar­ily on method­olog­i­cal aspects of one of the prod­ucts – the Social Cal­cu­la­tor, but its use­ful­ness depends, to a large extent, on the con­cur­rent use of the remain­ing prod­ucts by users of the model. The whole set is a truly inno­v­a­tive solu­tion, one worth dis­cussing and imple­ment­ing in prac­tice once the nec­es­sary adjust­ments are made.

ANITA ABRAMOWSKA-KMON
Ph. D in Eco­nom­ics, assis­tant pro­fes­sor at the Insti­tute of Sta­tis­tics and Demog­ra­phy at the War­saw School of Eco­nom­ics. Her aca­d­e­mic inter­ests include age­ing process of the soci­ety and its socio-economic impact, the state of health and fam­ily sit­u­a­tion of seniors and the life sat­is­fac­tion of peo­ple aged 50 and over.

PIOTR BŁĘDOWSKI
Ph. D in Eco­nom­ics, pro­fes­sor at the War­saw School of Eco­nom­ics and the Insti­tute of Labour and Social Stud­ies, politi­cian involved in social issues and a geron­tol­o­gist, author of approx­i­mately 200 pub­li­ca­tions. Head of research and chair­man of the Sci­en­tific Coun­cil of the con­sor­tium which exe­cutes the PolSe­nior project, main researcher at the Insti­tute of Social Econ­omy of the WSE in the Cal­cu­la­tor of Costs of Inac­tion project.

JOANNA FELCZAK
Ph. D in Eco­nom­ics, aca­d­e­mic employee at the Insti­tute of Social Econ­omy at the War­saw School of Eco­nom­ics and the Pub­lic Pol­icy Divi­sion at Bishop Jan Chrapek Col­lege of Busi­ness. Her main  inter­ests include pro­ba­tion, social pol­icy, econ­o­miza­tion of the exe­cu­tion of penal­ties, social assis­tance for peo­ple released from prison.

JUSTYNA GAĆ
MA in Soci­ol­ogy, grad­u­ate of the Insti­tute of Applied Social Sci­ences at the Uni­ver­sity of War­saw. In the course of sev­eral years of aca­d­e­mic work, she has con­ducted var­i­ous research and eval­u­a­tion projects, includ­ing at CASE-Doradcy Sp. z o.o.. Cur­rently works at the War­saw School of Economics.

EWA GAŁECKA-BURDZIAK
Ph. D in Eco­nom­ics., assis­tant pro­fes­sor at the Depart­ment of Eco­nom­ics at the War­saw School of Eco­nom­ics. Involved in stud­ies of labour econ­omy, espe­cially mech­a­nisms which con­nect peo­ple who seek employ­ment and the avail­able jobs and the deter­min­ing fac­tors which dis­cour­age peo­ple from seek­ing employ­ment. Author of approx­i­mately 20 pub­li­ca­tions in Pol­ish and in English.

PAWEŁ KUBICKI
Ph. D in Eco­nom­ics, assis­tant pro­fes­sor at the Insti­tute of Social Econ­omy at the War­saw School of Eco­nom­ics and a research spe­cial­ist at the Insti­tute of Edu­ca­tional Research; qual­i­ta­tive and quan­ti­ta­tive researcher spe­cial­iz­ing in the analy­sis of pub­lic pol­icy, coor­di­na­tor of the Cal­cu­la­tor of Costs of Inac­tion project.

MAGDALENA MACIEJASZ
M. Sc. in Man­age­ment, Ph. D stu­dent at the Insti­tute of Social Econ­omy at the War­saw School of Eco­nom­ics. She is cur­rently work­ing on a doc­toral the­sis about the scope of long-term care of elderly and ser­vices sup­port­ing infor­mal caregivers.

KAROLINA MAJDZIŃSKA
Grad­u­ate of law (Jagiel­lon­ian Uni­ver­sity), admin­is­tra­tion (War­saw Uni­ver­sity of Tech­nol­ogy) and the School of Ger­man Law of the JU and the Uni­ver­si­ties of Hei­del­berg and Mainz, Ph. D stu­dent at the Insti­tute of Social Econ­omy at the War­saw School of Eco­nom­ics. Her main areas of inter­est include the issue of refugees and social assis­tance avail­able to refugees; social econ­omy and entre­pre­neur­ship, espe­cially the activ­i­ties of social cooperatives.

BENEDYKT OPAŁKA
Ph. D in Eco­nom­ics, assis­tant pro­fes­sor at the Depart­ment of Regional and Spa­tial Devel­op­ment at the War­saw School of Eco­nom­ics. He is involved in issues of strate­gic plan­ning of local devel­op­ment, man­age­ment of finances of the local gov­ern­ment and invest­ment projects in the pub­lic sec­tor. Author of over 30 pub­li­ca­tions about local gov­ern­ment finances and regional and local development.

ANNA RUZIK-SIERDZIŃSKA
Ph. D in Eco­nom­ics, assis­tant pro­fes­sor at the Depart­ment of Eco­nom­ics at the War­saw School of Eco­nom­ics. Her main aca­d­e­mic inter­ests include econ­omy of the labour mar­ket and social secu­rity systems.

GABRIELA SEMPRUCH
M. Sc. in Eco­nom­ics, expert for coor­di­na­tion of sub­stan­tive issues relat­ing to the Cal­cu­la­tor of Costs of Inac­tion project at the Masov­ian Cen­tre for Social Pol­icy; mem­ber of the Work­ing Group for Social Inno­va­tion at the Min­istry of Devel­op­ment and Infra­struc­ture; Ph. D stu­dent at the Insti­tute of Social Pol­icy of the Uni­ver­sity of War­saw. Her aca­d­e­mic inter­ests include inno­va­tion and social invest­ments, social assis­tance, social planning.

MARTA STYRC
M. Sc. in Eco­nom­ics, researcher at the Cen­tre for Pop­u­la­tion Change at the Uni­ver­sity of Southamp­ton, pre­vi­ously at the Insti­tute of Sta­tis­tics and Demo­graph­ics at the War­saw School of Eco­nom­ics. Inter­ested in the processes of for­ma­tion and dis­in­te­gra­tion of per­sonal rela­tion­ships, their cor­re­la­tion with fer­til­ity and the con­se­quences for indi­vid­ual well-being.

SYLWIA TIMOSZUK
M. Sc. in Eco­nom­ics, grad­u­ate of the War­saw School of Eco­nom­ics, Ph. D stu­dent at the Insti­tute of Social Econ­omy at the War­saw School of Eco­nom­ics. Inter­ested in demo­graphic aging and  geron­tol­ogy in rela­tion to local social pol­icy. Her research extends to forms of accom­mo­da­tion of seniors, their sup­port needs and the qual­ity of life.
